Leading in a Crisis: Southport and Liverpool FC parade reflections

Jenny joined TLC for a few years ago and it was when she appeared in news broadcasts that it dawned on me that she was Police Gold Commander for a significant period during the tragic Southport murders in 2024 and the subsequent serious disorder that followed. She was also Gold Commander for the Liverpool Victory Parade in 2025 and led emergency response to the major incident that followed on Water Street.
Her reflections on leading the Police in these major incidents will certeinly be absolutely fascinating and deeply touching.

Biography
Jenny Sims became a Merseyside police officer in 1993 rising to the rank of T/Deputy Chief Constable in 2025 and retired from policing in September 2025.
She has been an Assistant Chief Constable (ACC) across three police forces:
Staffordshire Police between 2018 and 2019 having responsibility for neighbourhoods, partnerships and contact and response;
Cheshire Constabulary as ACC in 2020 and 2021 where as well as being the strategic police leader (Gold) responsible for the force’s response to Covid, she oversaw the Operations Portfolio – including local policing and partnerships, uniformed operations, roads policing and the force control centre;
Merseyside Police as ACC People Services/Chief People Officer 2022 to 2025.
Jenny is a qualified senior HR executive and has undertaken two national secondments within her service including reviewing, developing and delivering new national senior leadership programmes and taking part in a national review of Police Leadership.
She was the National Police Chief’s Council (NPCC) lead for vehicle crime for five years securing a change in legislation working with a number of Policing Ministers and Home Office officials. She also set up the public/privately funded National Vehicle Crime Reduction Partnership and led the National Vehicle Crime Intelligence Service (NaVCIS).
Jenny was an experienced Strategic Firearms Commander and Public Order Commander for a wider range of significant events that attracted local, national and international exposure. personally briefing the media and the Prime Minister on the response to the incident. A male, Paul Doyle, was charged in relation to the incident.
Jenny is married and has two teenage sons. She takes up a new role working in the Home Office in the new year as Deputy Director, Head of Police Performance.
